Buyer beware, but seems like you are on board with that. Many buy something then find out later there were things wrong with it.
The missing sticker is not a big deal, does it have a VIN? You will need to go to DMV, have it inspected, pay a fee, then get a new sticker. I think you have to do that to license it. Make the dealer do that and pay the fee first. If they won't do that, I would be worried.
