I hear the surge brakes will work with WD bars, you only have to give proper chain length. Never tried it personally thought.
But since you are saying your problem occurs without the trailer, I think your spare wheel should go on front bumper.
Safety and comfort is more important than cosmetics.
Shocks should be carefully inspected as well.
