I can't say it is a GM thing...but we have never noticed any loud turbulence with the TC on or off.
I know the wind was so strong out on the prairies I wished we had in-cab control for the airbags to level side2side! But I don't recall any unusual noise...
I guess I would say every truck/TC combo is different.
The goal of the air dam for us was mpg improvement...which may be elusive.
