The best way to do this measurement is to tow it on a flat level surface in a straight line and stop without turning. Then measure it.
This will allow the axles to adjust within their slop/clearance range and line up in the position that they will be in when running down the highway. A empty parking lot of a closed business, on say a Sunday or holiday would be a good place.
