I don't think the cars are under powered, it's more likely how they are driven. We all know speed takes fuel. People buy hybrid cars because they want to use less fuel. They will then also drive in a more conservative manner, slower. They are also more likely to engage an economy mode on the car. This is likely to on cruise control allow the car to slow. My Honda & F-150 company truck both do this in economy mode.
