Over the past 10 years or so, the trend has been that people want bigger trailers and just don't understand payload versus tow rating. The problem is compounded by RV sales people that are willing to encourage people to buy too much trailer for their tow vehicle. Consequently, we've seen a lot of posts about people having problems towing and having to upgrade their tow vehicle. I don't think things will change as long as folks expect to bring a complete house on wheels and tow it without spending for an adequate tow vehicle.
i think this is also on auto makers too. everyone advertises towing capacity, but really only the pickups advertise payload. that's sort of the "hidden limit" that takes the most homework, IMO. Car dealers aren't the most knowledgeable either. when i first bought my jeep, i hadn't planned on RVing initially (5+ years ago) but having the towing ability was 1 reason i bought it (hauling lumber/materials, had dreams of maybe a boat haha). the manual said "5,000 lbs when properly equipped with weight distribution". I asked one of the service techs what that was, and his explanation, looking back, is still baffling. something about "bars that are attached to the frame and pivot/roll with a trailer" I guess that's close? hmmmm....
