Most propane sold in the US has quite a significant percentage of butane.
Butane boiling point is 30.2 F
Propane boiling point is -43.2 F
If you have a 50%/50% mix (really common), at slightly below freezing temperature, you won't get enough vaporization (i.e. fuel to the carburetor).

Not the generator's fault. Chemistry is working against you.
Ask for a 70% propane, 30% butane mix or lower. Most places have no clue what they are selling.
