The section you quoted apply to EXTRA (read spare) chains.
Or at least that is how I understand it.
Bottom line, if your truck is below 10,000 GVW and 4 WD, not likely you will be required to use chains in any western state. But in some situations it is going to be judgement call of local officials this way or the other.
So your choice is to assume that you will wait till chain restriction will be waived, what in Sierra usually means overnight, or carry 2 sets of chains/cables just in case.
