Does your assertion presumes that the supporting base is high off the ground? If it is as tall as perhaps the height of the truck bed from which it came and there are very forceful winds then perhaps what you state it true. But, if the base is say about 12" (or as low as the jack will go) then I doubt it would tip save for the most severe of winds.
If you supported your camper as low as possible on a base of sorts do you think it would still tip?
I can get some amazing gusts and do not worry about tipping. my base is about 24" off the ground using PT 6x6.
