The strength of the winds in your area, and how protected the camper is from those winds by fences or structures should all come into play.
If someone lives in a particularly strong wind area, a camper could, maybe should, be tied down at the jack attach plates to solid ground anchors. That is in addition to setting it as low as it will conveniently go.
I live in an area that occasionally gets very strong winds, so I keep it in a structure almost all the time, whether on or off the pickup. Usually strong winds are forcast, but not always....
