Are you asking how to light the pilot?
Turn the valve 3/4 way, until Pilot is lined up with the top arrow. Then push in to bypass the safety, light the pilot, hold in the valve for about 30 - 60 seconds, until you can let it out and the pilot stays lit. IF after holding in the pilot for about 90 seconds, and it still will not stay lit, you need to replace the pilot thermocouple. The thermocouple is the small copper tubing looking item.
You are correct on the other items, take out the white plug to drain. Apply some teflon tape and hand tighten it before using it again. Tighten with a wrench only if you need to, to prevent it from dripping. Many people overtighten this plug, making it imposssible to get out again,and that is why they are plastic, easy to drill out without damaging the metal tank threads.
