I know they do make adhesives that bond dissimilar surfaces to foam. Can't recommend one as I've only used ones that come in tubes for panel bonding.
I'm going to use a water based contact cement. I don't care about 200% contact with three foam: by adding 1/2" plywood to the 1/4" plywood, I no looney med all the structural properties of the foam panel.
