If by, "sit level again", you mean that the truck should drop by the same amount front and rear -- your statement is not correct.
With a properly-adjusted WDH, the truck might have a load equal to 0-25% of tongue weight
removed from the front axle,
and a load equal to 75%-125% of tongue weight
added to the rear axle.
With a properly-adjusted WDH, the front should not be lower than the unhithched height, and might be above unhitched.
The rear should always be lower than unhitched height -- perhaps 1.5-2" lower.
With no WD applied, a load equal to about 40-50% of tongue weight will be removed from the front axle,
and a load equal to about 140-150% of tongue weight will be added to the rear axle.
If you're not using a WDH, it would be prudent to take the loaded combination to a scales to ensure the truck's rear axle is not overloaded.
