Previously I had notices the fiberglass (after climbing up on the roof I'm wondering if it is some kind of plastic?) piece that forms the cab over and comes up to meet the rubber roof is a bit "wavey"...

i have this same type of delamination. it is on the front of my trailer. there was a water leak in the areas where the warping or bubbling is. the leak is fixed. i removed the interior wall in an area to see what the issue was. the exterior fiberglass had a paper backing that was wet. i wiped off a small area of the cardboard as it tried to see what it was. so now i have a bubble / warp that is approx 8 * 8 to 10 inches ....... other than appearance, is there an issue? will this cause a failure? when i inspected from the inside, i made a cork board to cover the removed area. i can easily remove this again. should i do anything to prevent failure? i can live with the appearance with no problem.
