Ok. Late for the party, is typical for me. Too busy looking upwards at the stars, I guess.
So why isn't someone talking about a fix, for the substantial part of the problem? Seam? Glue and paint over it and forget it. If you are really worry about it, scab it like a beam repair. Attach a thicker piece of plywood, extending a few feet either side of the seam, glue and screw it together (Plywood gains strength from pressure adhesion, as long as the pressure does not expel the adhesive that is being used.)
I would open an access hole, attach a t style bracket that encapsulates the tubing (I hope this structure is an aluminum framed RV) on three sides with a vertical tab so it may be screwed (welded would be preferred but that would damage the outside surface) through multiple points with a mounting eyehole for the tie down support.
Sure you are addressing the problem of the manufacturer, but if I were sitting on the side of Lake Powell musing about the hole in the bottom of my boat that the manufacturer did and to take it back there a thousand miles away and wait for approval of a repair order. Hmmm, or slap a repair on it myself and put it in the water,
there is no choice what I would do. Sun is going down on the TC season, fish or cut bait.
