Attwood camper jack problems PLEASE HELP

I just bought a camper and 2 of my Jack's are ratcheting on the way down when they have pressure on them. Is there anyway to take these apart. Os there suppose to be a pin all the through the bottom gear where my finger is? I'm thinking that pin could be the issue?

    Looks to me like the gears aren't meshing completely. It should be obvious if you look while you're cranking the jacks down. When it's "ratcheting" the one gear will be turning, and grinding against the other one instead of turning it.

    The dowel pin holds the lower gear in place and it should pass entirely through the gear but it has nothing to do with the ratcheting. That is in the leg itself, not the gear.
