That's assuming the person's state has a "safety inspector". Even if they do, how many check the fuel system for a tap anyways?
Yes, but just as soon as you say that, you'll get the guy that just happens to notice, realizes what it is, and sends you home without a sticker.
Don't they pretty much concentrate on windows, tires, lights, brakes, leaks, etc? Heck I remember my dad getting his "safety inspection" sticker delivered to our house when we lived in PA and the car had never even left the garage. But if it's that much of a concern a person could simply tuck the tap up out of the way and use a removable hose to fill the can.
