Leave the HP part out and I agree with you.
Whether the lower gear ratio is in the axle, transmission or auxiliary transmission (transfer case, underdrive, etc) makes no difference.
Call it whatever you want it's still the amount of power applied to the pavement and lower gears will give you more power to the pavement were it counts. Flywheel HP is a good for advertising but it's the final numbers at the ground that matter.
