If any portion of that last amount was sales tax/license fees etc., it might not be so far off base...
This because at least according to this link, a dealer is obliged to collect a 7% sales tax on total trailer cost at time of sale. Could be pushing a thousand bucks right there, especially if other related State-due fees are also added in.
