HEre's a dumb question:
Is the top have the distribution panel and separate from the converter/charger? (I've never pulled it)

Sorry about the wrong PD model numbers, I've edited my post to list the correct numbers 4645, or 4655.
Yes the distribution panel is separate from the charger portion,that's why you can buy plug-and-play charger assemblies to replace that Elixer.
If it was me, I'd leave the Elixer as the power supply and add a deckmount charger in the front compartment. That involves a new 120V wire set and two battery cables to the batteries.
