You want it mounted as close to the battery bank as possible with large cables. If you do have to stay within a budget, the Tripplite MSW inverters have a good output and will support a heavy start up load. I chose Pure Sine as I don't need the aggravation of a failed appliance or device.
A 15 amp transfer switch would take care of most of your needs. Put the converter on it's own branch circuit for ease of operation.
