I consider "bumper pull" and "ON the bumper" to be two different animals. The poster said "on" I took that to mean using the bumper.
However, you may be right in what they meant to express.... I hope you are right. Yes, that bumper may be rated at 500/5000, but they sure do bend under that pressure. I have seen many of hanging bumpers over the years.
