Sawyer's Rapids off highway 38 in Oregon is a tiny private campground with hookups, right on the Umpqua River. Guests seem to be mostly seasonal fishermen. There's also a tiny store, run by the owner. PPA price was, IIRC, $11.
I arrived on the evening of a sunny day, got a site right on the river bank.
