I agree it's better to tear off a mud flap instead of the fender. This is one of the reasons I am considering building my own mount setup with a two piece flap. The upper flap would mount above the bottom of the fender, and probably not attach to the mount. The lower flap would be connected to the mount using pins so it could swing.
