Everyone's definition of how easy they are to install differs.
They aren't a simple bolt one - holes need drilled in the flaps, and usually need drilled in the lip inside the wheel opening.
Here's what I recall about mounting flaps after I remounted (relocated) a set of flaps on one of my trucks today.
Once you have the vertical and horizontal position determined, and are ready to start drilling, drill the top hole first. Secure the top with the mounting hardware, then make final adjustments for "level". The top screw becomes a pivot point. Once i had the top screw installed, I used a large grip clamp to hold the flap in position while I made final adjustments.
