Living in Northern Virginia just outside Washington DC I just get on 95 and head south. I do try not to get involved with rush hour traffic. Fredericksburg traffic is usually not an issue going south in the morning. It can be an issue coming north between Fredericksburg and DC (never try it during the morning rush). In the past I have taken the bypass around Richmond but while the traffic has not been an issue the condition of the road (I-295) has deteriorated in several places. The last trip I just went straight through Richmond and didn't have any problems. It was actually shorter and quicker. I wouldn't try it during rush hour but non rush hour it worked fine.
