GCWR of the E450 is 22,000 pounds. GVWR is 14,500 so 7,500 is actually realistic, as long as the rear axle isn't over loaded with tongue weight and cargo.
x2, a shorter E450 based motorhome would make a pretty robust tow vehicle. If you could find one based on the GM Express 4500 that's an option as well, although IIRC they have a lower GCWR. The Sprinter and Transit Cs don't have the payload or GCWR that you'd need. The small As like the Vegas and Axis have 8K hitches, but are built on an E350 stripped chassis and as such only have a 12,500 GVWR and 18,500 GCWR. In the specs they don't list CCC or empty weight so that might be enough. Drivetrain is not a problem but payload could be.
Thank you for the suggestions of the E450 based units. That seems like it could accomplish what I was talking about in the original post. (Although it wouldn't be quite as stout as Bedlam's rig!)
Would you need weight distribution and/or sway control if you are pulling with a heavier vehicle like the small A's or Bedlam's rig?
