I constantly see post stating that is the load capacity of the axle. I have not seen that verbiage. All I have even seen is "with" the tire size stated.

Actually, the GAWR is neither a tire nor an axle rating. It is a "weak link" rating - which could be either or something else.
BTW, it is ALWAYS a good idea to run a tire with overcapacity - that is higher than shown on the tables. The tables are MINIMUMS, not recommendations.
And, No, a little overinflation doesn't generate uneven wear (center wear). Not only does it take a LOT of overinflation to generate center wear, but there are other things that have more of an effect.
