I think you are only looking at the tip of the iceberg. That is corrosion.
If it was my TC, I would find a piece of matching aluminum siding, and cut a patch about 4"x12". Loosen 2 or 3 of the screws on the existing siding, and slip the patch under. I would caulk the patch before install, and use blind rivets around the edges of the patch.
