The difference is that the the manufacturer making 1,000 units will have 100 unhappy customers, while the company making 100,000 units will have 10,000 unhappy customers.
BTW, nobody could stay in business in any industry with a 10% defect rate.
It's also a stretch to assume that every mfr has the same defect rate. The design is just as important as the assembly. Poorly designed sub-assemblies that are more difficult to assemble or more prone to breakage or leakage will have a higher failure rate.
