I've seen on these forums over the years where different folks have made their own bike rack that goes over the A-frame, propane tanks. I've seen some made of wood (very creative), and some made of various metals. All had the same principle.
If there is a way to connect the the A-frame without interfearing with anything and still provides clearance when making a sharp turn (bicycle and tow vehicle), it should work very well.
However, you will be adding a bit more weight to the tongue, which will also be putting more weight on the tow vehicle hitch. You may have to adjust your weight distribution a bit.
Still, there are limitations to the weight the A-frame tongue can carry too? And if there's any rust, it could be compromised. Still. It's a good alternative.
(If your bumper failed so easily, chances are your A-frame isn't much stronger: Never did figure out what the root cause of this was. I think a combination of inferior metal thickness from the manufacturer, rust, and weight in the pass-thorugh. Hit the "wrong" bump and this resulted. Don't want to see this ever happen to anyone ... every!)





(Keystone did fix it and did a really great job. They replaced with MUCH heavier metal).










(It's just something to think about before adding weight to the A-frame too!
