Why don't you try pulling the pressure relief valve on your water heater and see if air spews out. If it does, then somewhere you missed a valve to bypass the water heater. 60 psi seems awful high. I know each RV is different. The Keystone Manual say 30 psi.
I wish that was the problem, but I have the drain plug out of the water heater.
