Bolts needed for WDH?

We recently bought a new to us trailer and the previous owner included the WDH with it. Should I drill holes and throw in a couple of bolts just in case or leave it be? Our old system was mounted under the frame and required them. This one seems fine since it's strapped on top (it's been on the trailer for years from what I understand). Am I worrying too much? :)
