Last year we had some major flooding and people around here would have done just about anything for a place to stay, why would a TCer not work? It would be as good as anything. There have also been train derailments that have forced people to relocate out of an area, a TCer would be a great thing to do that in as you have shelter and everything that is needed to stay safe till the all clear, sure beats crowding into an evac center. As well we have had ice storms that knocked the power out, again a TCer is a perfect device to use to survive the time the power is out, heat and a cooking area sure is better than nothing.
Saying that you are going to stay place no matter what is foolish as there are many events that can force you out of an area. Even if you decide to ignore the evacuation notice mother nature has a way of changing that really fast. Having a fall back plan is smart and hurts nothing, but sure can help.
It is like when we go to a fire, the residents cannot believe that it happened to them. They would have prepared if they knew it was going to happen to them but did not think the warnings to have a smoke / fire detector and an escape plan was for them.
