You might also notice that the OP's story has now changed to say the brakes did not go to the floor and that he did indeed have brakes.
The misinformation in this thread is unbelievable and to be quite honest, disturbing.

I am by no means doubting what you state about the federal requirements. It could very well be that all vehicles meet the minimum of those standards, however, in practical application during real world scenarios that is not what happened. The Toyota discussed here did not stop adequately and the pedal went all the way to the floor. My RV did the same and someone else reported similar situation. I can not speak for the OP, but I can tell you that the pedal DID go all the way to the floor and I was standing on it and the vehicle did not stop until I applied the parking brake as I was on flat road.
I absolutely understand how the system is supposed to function but that was not my experience... and I did NOT panic at all. I knew what my options were and what to do and did what needed to be done as routinely as any other life task.
Oh, and there is no misinformation, only the sharing of personal experiences.
