I have a question. Did the OP get the vehicle repaired and did he keep the parts for possible examination. Here is a link to the federal agency that handles traffic safety/vehicle safety.

If this is a defect from the manufacturer then he needs to file a complaint with the NHTSA (National Highway Traffic Safety Admin.). If it was damaged caused by an outside source, then repair it, thank the Lord that no one was killed or injured. A lab examination will show whether the defect (if there is one) was a manufacturing defect, fatigue failure, or whatever.
As for the federal laws, and brakes with bleeders open and so on, take a vehicle to deserted road, have friends block off the road, measure the distance to stop your vehicle with all brakes at 25 mph, the rear bleeder open, the front bleeder open, and finally both front and rear bleeders open. Press the brake pedal down as far as it will go and hold it there. Also, I think you all forgot about pressure sensors, ABS sensors and so on.
Maintenance is the key for safety. Take the vehicle in and have a competent person examine the brakes, lights, tires, etc.
