Old guy and biscuit are right. Modern trailer axle tubes have a upward camber bow in the center unlike our older axles with straight tubes. The axles aren't broken. All tires wearing the inside edges is typical of axles with not enough camber bow. I've bent several 78k non rv trailers back into proper camber simply jacking the axle in the center till the tires are vertical under load.
A big rig trailer shop can easily bend them to add more camber bow to bring the axles back into proper camber/toe specs.
By the numbers the axles aren't overloaded however actual scaled axle weights will tell if their overloaded.
