That refers to a loan you may have on the vehicle. If no loan, you just put N/A in that section. A LIEN is a claim by someone else for a piece of something, typically from a bank.
Reading what you are trying to do overall, it's no big deal at all to buy in TX and then sell in CA or anywhere else for that matter. You'll only be subject to minor local differences in the price of a truck. Can't see you'll lose too much buying something used, putting some miles on and reselling 3 months later.
An example. 2007 chevy crew cab diesel with 75K miles in the Dallas TX area book value is about $31,500 from a private seller. The same truck with 100K miles in the Los Angeles area is valued at $26,800. You'll pay for the miles, but there is only a minor difference in value from one place to another.
While a few replies above indicate some people might care where the truck came from, most people would not as long as it can be registered there. I hate to even buy something local around here because of rust issues, so prefer my used vehicles came from a sunnier and less salty area.
A bigger issue might come from time constraints and needing to sell in a small amount of time, you might have to sell it cheap just to sell fast. Otherwise, it's a minor difference in value to do what you want to do.
The way prices are going on diesel truck now day you might break even or make a couple dollars on the sale of the truck.
