We purchased used in Rhode Island, paid sales tax on it when we registered it in Virginia. We purchased new from a dealer in Ohio and had to register it temporarily in Ohio (so they can get a bit out of it), but didn't have to pay sales tax, just a $200 registration fee. Then, when we tagged it in Virginia, we had to pay Va tax to register it and get tags.
