In California, anything with an open bed is considered commercial and has to pay the appropriate weight fees at registration. This is because "you could haul stuff" (as I had been told by a DMV representative). So a Ford Explora-Trac or a Subaru Baja, etc., which has an open bed, would also pay for commercial plates.
It gets even more screwy in the land of fruits and nuts. My racing buddy has a Vega "sedan delivery". Guess what? Yep, it has "commercial" plates on it.
Oh sure, he can reg it as a "car", but if he is caught hauling a bag of chips in the rear the fine will cost him more that a CP4 pump fuel system. :R
