You are in a similar situation to me with an F-150 with tow package. Yes, all numbers are important so no one says I'm disregarding something, but the tongue weight is the limiting factor because it is a factor of both your hitch and cargo weight. I'm limited to 990 lbs which puts me at a 6850 lb actual weight TT with 13% TW and a 100 lb WDH. I have enough cargo limit in my truck to use the full 990 with four pax and about 200 lbs of gear. The good thing is a 6850 lb TT puts me comfortably under GVCWR and max tow rating.
