I have to admit that my memory failed me. You all are right the placard weight includes passengers and cargo.
I think I was led astray by hearing for many years that the payload was calculated with one 150 lb passenger and now apparently it is calculated with no passengers. I wonder why the placard points out the obvious max number of passengers possible when it has nothing to do with payload?
