No, nobody is saying that. Of course you can fill up when you get there. The issue is after you're set up, how do you get more without moving the TT?
Some CGs have spigots every couple of sites, you just get a long hose and fill er up. Other's only have a few and you'll need a container. Some CGs have spigots with no threads, so you can't use a hose anyway.
