Yeah I've noticed the same thing at COE camp grounds same years back. Eastern OK/SW MO/NW AR has many large COE lakes and over the years have lots of places for people to camp. Some are like rv parks others are primitive and most in between.
In the early years some folks would leave their trailers just about all summer in the better camp spots like down next to the water where people with fishin' boats liked to camp. I've seen utility trailers....old boat trailers with the bunks missing...and even tents sit for weeks at the better campsites.
Later after enough hell was raised new rules limited their doing this to 14 days.
Many just left their trailers and never used them for the full 14 days....so new rules in the more popular camp places says the trailer has to be occupied so many hours out of a certain time frame.
Certain type of people, we called them camp site hogs back then, will as we see bend the rules because they have the bucks to do so. COE/BLM/USFS lands belong to everyone...not just a few with the bucks to hog a camp spot for weeks/months and not use it.
