Can I pull this travel trailer?

forgive my ignorance, but how am i stuck if the trailer is 9000 pounds and this other truck says it pulls 11,300, thats 2300 pounds under, if i load 1000 pounds of stuff thats still 1300 pounds below what i can pull? or am i missing somethign
