There's one solution that is not free, but is not too expensive either.
Cut them off and have a shop do an axle flip. This will give you more clearance. A lot of us do that when we tend to use our TTs on poor roads. Like me and logging roads.
Problem is your changing the way the TT was designed, and according to some, it slightly reduces the weight they can handle. I've never been given a clear answer on that, so do some research. I did it to my old trailer and didn't have an issue. But it was a stripped out pop up, so weight wasn't an issue.
There may be better solutions, or may be reasons why you don't want to change anything. I'd tow it to an RV shop and ask if that particular year and model can/should be raised.
