You are shopping in the wrong area. $40k should get you into a new F150 or F250 Lariat 4WD if you save a few options. Both have MSRPs starting around $46k for crew cab 4WDs. Discounts should be on the order of $10k off MSRP for new 2013 models.
Find a new car dealer's web site, then find the the advertised specials page. Here is an example. F250 XLT Gas $34k. Looks like F-150s have more discounts than SuperDuty in Texas. How about closer to Atlanta.
Call Ford Direct at (800) 392-3673 and have them find a Lariat (508A) truck with the option code 627 (HD Payload package) or 60C with Max trailer towing package (Chrome mirror caps). Something with MSRP in the high 40's should be right at $40k out the door.
