It's not ignoring the manufacturer's ratings at all.
The manufacturer's ratings simply do not apply at all, in my state. My GVWR is 10,000 lbs, as per the manufacturer. That's not an option in my state.
I can register my truck for either 8000 lbs or 12000 lbs in my state. I don't have any other options. I don't make the law, the state does.
The truck weighs 7200 lbs with me in it and a full tank of gas. What would you register it for?
