There is no EXACT $300 registration fee for pickup trucks in PA, not sure as to where you are getting your info but PA uses a TIERED registration fee system based on REGISTERED GROSS WEIGHT of said vehicle.
Gross Weight is the curb weight (unloaded) + max cargo weight.

To get anywhere close to $300 you would have be registered as Class 6 (F450/550?) (4,001 - 17,000 lbs GROSS WEIGHT) which the fee is $288 per year or had to buy the combination registration for non RV towing combinations exceeding 21K lbs.
To put that into perspective my 2013 ¾ ton truck is registered as Class 3 (7,001-9,000 lbs GROSS weight) and costs $153 per year. I could have registered it as class 4A which is 9,001-10,000 Gross weight and would cost $198 per year.
We do have a annual inspection (general mechanical like ball joints, brakes, tires lights and no major rustouts) of about $30 per year and some but not all counties have an additional emissions inspection (my county doesn’t so I don’t know what that cost is)..
