When you don't want "full timers" park in your neighborhood, you still want the family to be allowed to park their RV at your house.
Getting permits from local PD for family stay would solve both.
Again the streets are public. Residents have no special rights for the use of the streets or for parking. Now it is true that the communities can prohibit or restrict parking but the same rules apply to all. A "family stay" is irrelevant. If permits are issued then anyone can obtain a permit whether or not they are a resident or a family member.
